CONGO

CZIKOWSKY: What has been the history of voter fraud and intimidation in Congo? How is voting conducted, i.e. paper ballots, and who counts and verifies the integrity of the balloting process?
CLEMENT: There are national and international observers as well as party witnesses. While international observers cannot realistically cover the entire country, civil society has mobilized on a much larger scale than in the first round to be able to post national observers within each of the country’s polling stations.
